Groundhog fails to see his shadow

Okay, so he didn't "fail" to see it. It just wasn't there.

"According to legend, if Punxsutawney Phil sees his shadow, there will be six more weeks of winter weather. If he does not see his shadow, there will be an early spring."

Will we have winter or will we have spring?
